Employment Initiative Program: (EIP)


 

Ø  EIP is not a new program; instead, EIP it is an outgrowth of outreach programs already taking place, with a focus on employment.

 

Ø  EIP is a collaborative effort with Federal agencies - including the Department of Labor (DOL) VETS, Department of Veterans Affairs (VA), Small Business Administration (SBA) and the Office of Personnel Management (OPM) - to create efficiencies, enhance the employment process and serve as an effective resource for service members and employers.

 

Ø  EIP is a comprehensive multiple agency program connecting employers with the talented pool of service members and spouses, with the intent of facilitating meaningful employment opportunities.

 

Ø  Employers of the Guard and Reserve are full partners in the national security equation.

 

Ø  The Office of the Secretary of Defense Reserve Affairs leadership has placed a strong emphasis on ensuring our service members have a civilian job that provides stability in their civilian life and allows them the time and resources to contribute to our national defense by serving in the Guard and Reserve.

 

Ø  ESGR has the lead for DOD on the reserve component side of the employment issue and is making EIP the primary focus for 2011.  A key advantage of this program is the ability to leverage a network of more than 4,700 volunteers throughout the country to facilitate and coordinate employment activities.

 

Ø  EIP has a high-tech and high-touch approach; the high-tech approach is compromised of the website www.employerpartnership.org which provides employers with the ability to post available jobs and for service members to post resumes and make a job connection.  The high-touch approach comes through a series of employment related events being conducted with DoD Yellow Ribbon Events and State specific job events.

 

Ø  EIP will make a difference at the local level by using the 4,700 ESGR volunteers to connect personally with employers and service members and communicate the many resources available to them for employment.

 

Ø  The DoD is working in conjunction with the Departments of Labor (Veterans Affairs), the Office of Personnel Management and numerous private entities such as the Chamber of Commerce and the Society of Human Resource Management to put a full court press on this issue.

 

Ø  It is our goal to improve employment opportunities for transitioning service members.  At the same time, we strive to serve the employers of our country by enabling them to dip into the great pool of talent that our men and women in uniform constitute.

 

Ø  The Employer Partnership Website (www.employerpartnership.org) is open to Employers across the United States who are able to identify employment opportunities for Service Members.

 

Service Members face unemployment:

Ø  One of the greatest challenges facing our nation right now is unemployment and underemployment, and these related problems are especially severe for those in the Guard and Reserve or for those leaving active military service.

 

Ø  Whether they are soldiers, sailors, airmen, coast guardsmen or Marines completing active duty, or members of the Guard and Reserve returning from deployment, many of these great men and women return home to an uncertain future because of the tough job market.

 

Ø  The promise of a secure job provides service members and their families with stability and peace of mind, particularly as up to 22% of Guard and Reserve members face unemployment.

 

Ø  For Reservists and Guardsmen, the Dec 2009 Status of Forces Survey of Reserve Component Members shows that service members across six of the seven Reserve Components (Coast Guard Reserves not included) reported a 12% unemployment rate.  Furthermore, the highest unemployment across all components was among junior enlisted troops in the rank of E1 - E4 reporting 22% unemployment.  The total number of respondents was 20,238 (from an estimated population of 822k) RC service members.

 

Ø  In broad terms, for all Veterans (to include reservists and Guardsmen), the current unemployment rate is 9% nationwide (as of Jan. 2011). The unemployment rate among veterans who served since 9-11-2001 is 15.2 (as of Jan 2011). The unemployment rate for ALL veterans has gone up 5.2% in the last 18 months while the national unemployment average has decreased. Advisory from National Guard Bureau (NGB)


The following is an advisory sent out by the National Guard Bureau (NGB) in reference to a group called "Veterans Affairs Services"

 

An organization called Veterans Affairs Services (VAS) is providing benefit and general information on VA and gathering personal information on veterans. This organization is not affiliated with VA in any way.  Websites with the name "VA services" immediately after the "www" ARE NOT part of the Department of Veterans Affairs; the real VA website ends in.gov. If approached or called, do not offer them any information concerning yourself or data on other veterans. The Department of Veterans Affairs does not randomly call veterans, nor does it ask veterans for information which it does not already have. If you have not dealt with the VA previously and in person, then you receive a call from someone saying they are with the VA or something similar sounding, hang up the phone.  Do not respond to emails which suggest that they are from the VA. The VA never conducts official business nor asks for personal information by email.

 

VAS may be gaining access to military personnel through their close resemblance to the VA name and seal. NGB Legal Counsel has requested that the NGB Provost Marshal Office coordinate with DoD to inform military installations, particularly mobilization sites, of this group and their lack of affiliation or endorsement by VA to provide any services.

 

VA Police Services are urged to disseminate this information in case of inquiries from veterans and to prevent their unwitting release of Personally Identifiable Information (PII).

Soldiers Angels took and found my husband an angel and they have been such a godsend to our family. Im so thankful for this organization. My husband has been deployed over the last year and they havent done anything but above what Ive ever expected to have had happen. I cant think of one thing Id change with them they are great thank you for everything!
 
 
Soldiers Angels is a way for anyone, anywhere to help give personal support to a service member. You can either send support through the organization, or directly to a soldier by adopting one! This lets you really get to know that person's situation, needs and wishes. My soldier likes rap music, peanutbutter cups and new socks.
 
I found Soldiers Angels will looking for a charity to donate hand made (crocheted) blankets. I send finished ones to VA hospitals to support wounded veterans through them. I'm up to 18 and counting blankets sent since last fall. I have become involved in several other groups within the organization serving soldiers and veterans, including "adopting" two who are currently serving in Afghanistan. It is a commitment of love and caring that I am happy to make. They bring you in to wanting to do more and feeling valued for everything that you can do.
 
I have been involved with Soldier's Angels for almost two years now and I fell in love with them right from the very beginning. The idea of being able to give back to our soldiers who sacrifice so much for us is so exciting to me! I am very grateful that I found Soldier's Angels and I am proud to be a part of this wonderful organization.
 
My family has been involved with Soldiers' Angels for over 6 years. The organization is very helpful and well repected in our area. People in our area love to volunteer to help them out. The effort that is closest to our heart is the Blankets of hope. Our family has organized an annual event in our hometown of Bowie, Maryland for 5 years. The number of volunteers continues to grow as do the number of blankets. Last year we made 352 homemade blankets in just 8 hours to comfort injured warriors. Soldiers Angels has made it so easy to help them. The founder Patti Patton-Bader has always been available to assist with any questions. My husband has also been at Fisher House picnics where Soldiers' Angels gave out modified laptop computers to amputees, we have assisted in purchasing dress uniforms for Soldiers to attend their commanding officers funeral. The number of good things that Soldiers Angels does could never be covered in this review, but they are a wonderful organization full of people with big hearts, and even more patriotism than you can believe. Every year after our blanket making event has concluded people start to ask, "when will the next event be?" Both Patti and Marianne (she received the blankets in Germany for distibution) call in to the event to inspire people and move them to tears with stories of just how much these blankets mean to the injured men and women soldiers. My familt and community enjoys working with the outstanding non-profit Soldiers Angels. We look forward to many more years of affiliation.
 
 
I have been a volunteer with Soldiers Angels for over 4 yrs now. I have had the humbling experience of adopting several soldiers. I am always in awe of the sacrifice these men and women make everyday. Since becoming a member I have also assisted in a few of their special projects like quilting blankets and sending support cards to soldiers I have not even adopted. Now my nephews are reciepients of some very kind Soldiers Angels who have found the time to adopt them and make thier deployment to Afghanistan a little bit better

Army Releases January Suicide Data

            The Army released suicide data today for the month of January.  Among active-duty soldiers, there were 15 potential suicides:  one has been confirmed as suicide, and 14 remain under investigation.  For December 2010, the Army reported 12 potential suicides among active-duty soldiers.  Since the release of that report, one has been confirmed as suicide, and 11 remain under investigation.
 
            During January 2011, among reserve component soldiers who were not on active duty, there were seven potential suicides:  two have been confirmed as suicides, and five remain under investigation.  For December 2010, among that same group, there were 17 total suicides.  Of those, six were confirmed as suicides and 11 are pending determination of the manner of death.
 
            "Army wide efforts implemented during 2010 to improve the health of the force and enhance our overall resiliency will continue to be a focus for all members of the Army family in 2011," said Col. Chris Philbrick, deputy director, Army Health Promotion, Risk Reduction Task Force.  "We must continue to examine our risk reduction and health promotion programs to ensure that in every instance they are readily available and accessible to those in need.  Informed and engaged leaders are vital to these efforts and continue to be the most effective resource in this endeavor," Philbrick said.

Marine Corps History Division - accepting applications for master's theses and dissertations fellowships in Marine Corps history


 

The Marine Corps History Division seeks applications for its 2011 Marine Corps master's theses and dissertation fellowships on topics related to some aspect of Marine Corps history. The fellowships are funded by the Marine Corps Heritage Foundation to help encourage contributions to the field of Marine Corps history and, more generally, military and naval history. Marine Corps Heritage Foundation Funds Fellowships to Encourage Contributions to Marine Corps History

 

Triangle, Va. (February 17, 2011)The Marine Corps History Division seeks applications for its 2011 Marine Corps master's theses and dissertation fellowships on topics related to some aspect of Marine Corps history. The fellowships are funded by the Marine Corps Heritage Foundation to help encourage contributions to the field of Marine Corps history and, more generally, military and naval history. Deadline for applications is May 1, 2011.

 

The division awards two master's theses fellowships yearly, the Bernard M. Rosoff Memorial Master's Thesis Fellowship and the Lieutenant Colonel Lily H. Gridley Memorial Master's Thesis Fellowship, which each include a $3,500 stipend. The General Lemuel C. Shepherd, Jr. Memorial Dissertation Fellowship, which includes a $10,000 stipend, is offered to students researching their doctorate dissertation. Applicants must be actively enrolled in accredited programs and by September 2011, have completed all requirements for a master's or Ph.D. degree, except for the thesis or dissertation.

The Marine Corps History Grants and Fellowships program began in the mid-1970's. Recipients of the fellowships have gone on to become college and university professors, historians with government agencies or private corporations, professional writers, or field grade officers in the Army, Navy and Marine Corps.

 

"The Marine Corps Heritage Foundation is proud to fund research that helps tell the important story of the U.S. Marine Corps," said LtGen Ron Christmas, president and CEO of the Marine Corps Heritage Foundation. The Foundation supports the historical programs of the Marine Corps in ways not possible through government funds. The Foundation provides grants and scholarships for research and the renovation, restoration, and commissioning of historical Marine Corps artifacts and landmarks. Securing the necessary funding for the complete construction of the National Museum of the Marine Corps and Heritage Center, located in Triangle, Virginia, is the Foundation's current primary mission while continuing to provide program support for the Corps' historical, museum, and educational activities.

Military Doesn't Tolerate Sexual Assault, Leaders Tell Congress

WASHINGTON, Feb. 16, 2011 - The Defense Department has zero tolerance for sexual assaults and is making headway in preventing them and taking aggressive action when they occur, Defense Secretary Robert M. Gates and Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, told Congress today.
 
Testifying before the House Armed Services Committee about the fiscal 2012 budget request, the leaders responded to a congressman's question about a class-action lawsuit filed yesterday.
 
A group of 17 former and current servicemembers claimed that Gates and former Defense Secretary Donald H. Rumsfeld took inadequate steps to prevent them from being raped, sexually assaulted or sexually harassed.
 
Limiting his response in light of the lawsuit, Gates said the matter is of "grave concern" and said he has worked closely with Mullen and other military leaders to address the issue.
 
"I have zero tolerance for sexual assault, and I've worked with Chairman Mullen and the Joint Chiefs and the service secretaries to see if we're doing all we can to prevent and respond to sexual assaults," he said.
 
Gates said he has had multiple meetings on the subject with senior leaders over the past four years and established critical areas of departmental focus. These involve reducing the stigma associated with reporting incidents, ensuring commanders receive sufficient training, and providing appropriate training and resources to investigators and trial counsel.
 
"We've hired dozens more investigators, field instructors, prosecutors and lab examiners," Gates told the panel. "We've spent close to $2 million over the last two years to train our prosecutors so that they're better able to be successful. We have expanded the sexual assault response coordinator and victim advocates tenfold, from 300 to 3,000.
 
"And we now have those advocates at every base and installation in the world, including in Iraq and Afghanistan," he added.
 
Gates also noted that the percentage of alleged sexual-assault offenders facing court-martial proceedings has increased from about 30 percent in 2007 to 52 percent in 2010.
 
In addition, defense officials noted that the incidence rate of sexual assault has decreased substantially. In 2006, 6.8 percent of women and 1.8 percent of men on active duty indicated experiencing some form of sexual assault in the year before they were surveyed. Last year, that dropped to 4.4 percent of women and 0.9 percent of men.
 
"So we are making headway," Gates told the House panel. "The fact is, we aren't where we should be. It is a grave concern, and we will keep working on it."
Mullen echoed Gates' call for improvements in education and a focus on leadership to address the problem.
 
Every unit commander receives sexual assault prevention and response program training before taking command, officials noted.
 
But Mullen conceded that sexual assault remains an "extraordinarily difficult issue." He acknowledged that "enough anecdotal information" has come out of Iraq and Afghanistan to be of concern.
 
The chairman added that it's "unacceptable" the department has not yet reached the point where it should be on the issue.
 
"We still have significant work to do," he said. "And the leadership is focused on that."
 
Nationwide, sexual assault is one of the nation's most underreported crimes, most likely because of victims' concerns about the stigma associated with the crime and loss of privacy, Pentagon spokeswoman Cynthia Smith said.
 
"It has no place in the U.S. military and cannot be tolerated," she said. "The result of these crimes degrades morale, unit cohesion and can affect mission readiness."
